(1) I know nothing of his firm though he states that they have carried out construction for Canadien

Northern and Pacific Railways,

If Boxer money is handed over unconditionally to China the latter will be presumably free to do what they like with it.

(3) If we adhere to recommendations of Willingdon Commission the trustees and not His Majesty's Government will decide on allocation of funds.

(4) Question also arises as to how far we could officially bless any contract which may conflict with (a) Hukuang agreement (b) our consortium commitments.

There is however undoubtedly the risk that American interests which are strongly represented in China may get the contract. Letter from Minister of Railways referred to above confirms the fact that certain American firms have made enquiries concerning the contract.

I recomise the need to tread delicately in view of objections (1) to (4) above and I should be glad to learn what answer you would wish me to return to Mr. Lewis,
